Wear gloves and make sure you clean any excess off of the rims.

Stick the tube in a jug of hot water for 10 minutes or so to make it easier to spread. Wear gloves and use a finger to apply it.

Thanks for that,is it best applied after the tub has been glued on then or would you do it while it was stretching on a spare rim?

I do it while it's stretching on an old rim, that way if you do go wrong you don't get it all over the braking surface of your race wheels. Before gluing also has the advantage of allowing you to wipe off any excess glue from the sidewalls very easily when you stick them on the rim (not that I'd ever be that sloppy, you understand!).
