Certainly not a proto - it's an off the shelf hi spec unbranded frame from the Eastern Land of Quality Manufacturing and probably available in some catalogue or other somewhere.
I like the decals and wheel decals together - Dave Collins' green version lovely too.

Still cannot see why you need double chainrings
Usually you only use 4 or 5 of the 9/10 in the cassette
