This could be a numpty one... being a recent tub convert.

 

My tub rims are old, but pretty unused Mavics, that still have paint over the braking surface.  Should I sand this to improve braking performance?  I needed to do an emergency sand on Saturday to get any effective braking in the wet, but it just felt wrong! 

 

Any tips anyone?

Do you mean paint, or do you mean the CD (couche dure) coating (it's a grey anodizing that'd done to harden the rims). If it's paint, then sand away, although i don't recall there being a painted mavic rim - maybe one of the old track variants. If it's CD coating, it should provide perfectly good braking surface, so maybe the problem lies elsewhere in the brake setup, or the fact that cantilevers aren't great regardless of the rim!
